Abington fire chief applies for $400K federal grant

By Allan Stein ENTERPRISE CORRESPONDENT Posted Dec 25, 2009 @ 10:12 PM ABINGTON — Fire Chief Arthur H. Pelland said he is hopeful the department will receive about $400,000 in federal grant money next year to hire five firefighters. Pelland said he recently applied for the three-year Staffing for Adequate Fire and Emergency Response (SAFER) grant, provided by FEMA. The grant pays the first two years of firefighter salaries and the town pays the third year, he said. Meanwhile, the department expects to get a partial payment of $43,000 in state stimulus money for overtime to bring a four-person firefighter group back to five members in mid-January. ?This is overtime money to hire somebody back on overtime. It is utilizing a person paying them overtime for the fifth person on the group that we lost through attrition in this current budget cycle,? Pelland said. The stimulus payment will run out in about six months, he said. Pelland said the money would be exhausted in the amount of time it would take to hire, train and send a permanent firefighter to the Firefighter Academy. The staffing is ?already here, trained and ready to go. We’re not going to see this stimulus money next year. It’s a onetime shot. The well is dry,? Pelland said. This year the department’s budget has been cut by 7 percent to cover town revenue shortfalls. The department initially lost four part-time dispatchers and one firefighter. Then, in October, a second round of budget cuts trimmed $39,000 more from the department’s budget, forcing Station 2 in North Abington to close last month. The cuts have reduced one of the department’s four five-person shifts to four firefighters. Pelland said that if a firefighter calls in sick, the position is left vacant to save money. The department is already experiencing longer response times as a result of the substation closure, he said. ?The only problem has been, as predicted, has been an increase in response times. It’s just unfortunate geographics.?
